City of Saskatoon Development Incentives Program
The City of Saskatoon offers development incentives to encourage the construction of new housing, redevelopment, and investment that supports the City’s housing and growth objectives.
The program is governed by Council Policy C09-043 - Development Incentives Policy and provides financial incentives for projects that contribute to a more complete, sustainable, and vibrant city. The type and value of incentive available for a given project varies according to the type of proposed development and the project location.
The Development Incentives Program includes two application streams:
Stream 1 - Affordable Housing Incentive
The Affordable Housing Incentive stream is designed to support the creation and long-term retention of affordable rental and cooperative housing throughout Saskatoon. Eligible projects may receive a capital grant, property tax abatement, and in some cases, the waiving of Development Charges to help increase the supply of affordable homes for Saskatoon residents.
Stream 2 - Established Neighbourhood Incentive
The Established Neighbourhood Incentive stream is designed to encourage infill development within the Established Neighbourhoods and to support both residential and commercial investment in the City Centre by providing incentives to property owners following completion of an approved project. Eligible developments may receive multi-year property tax abatements or grants. This stream includes incentives for projects located in the City Centre, Corridor Growth Areas, and other eligible Established Neighbourhood locations. See the program boundary map to determine location eligibility.
